DETAILS OF THE ACTIVITY(S) COVERED BY THE ENVIRONMENTAL CLEARANCE CERTIFICATE: 2.1. TITLE OF ACTIVITY Township Establishment of new townships, namely Otjomuise Extension 6 and 7 townships, Windhoek. 2.2. LOCATION OF ACTIVITY The proposed Otjomuise Extension 6 and 7 townships are situated approximately 7 km west of Windhoek CBD and forms part of the jurisdictional area of the Windhoek City Council, located in the western parts of the larger Windhoek, Khomas Region in central Namibia. The extensions to be formalized are located next to each other west of Otjomuise on Portion 275 and Portion 276 of Windhoek Town and Townlands No. 31. Otjomuise Ext 6 – Latitude: -22.560617° Latitude: 17.012797° Otjomuise Ext 7 – Latitude: -22.561024° Longitude: 17.007508° 2.3 NATURE OF ACTIVITY The activities entail the construction of infrastructure and municipal services which include roads, sewerage, water, electricity, storm water management, telecommunications and streets. Some of the mentioned infrastructure has already been extended into the Otjomuise Extension 6 and 7 townships in an informal manner. Find attached as Appendix B, the proposed township layout according to which the infrastructure will be constructed. 2.4 SCALE AND SCOPE OF THE ACTIVITY The proposed development is undertaken to create approximately 653 and 375 erven for the two extensions respectively for Residential, Business, Municipal, Public Open Space, Undetermined, Institutional and Street land use zones. The Otjomuise Extension 6 and 7 townships are of an informal setup, located on the western outskirts of Windhoek City. Occupation of this area has taken place in an informal manner since Independence, when Windhoek experienced a high level of rural-urban migrations. Occupation on plotted erven as well as on random open areas took place to an extent that the area is now fully occupied. Temporary corrugated housing as well as permanent brick structures has been erected. The City of Windhoek municipality kept track of erven by providing erf identification numbers to pegged areas, while structures on open spaces are marked with letters before each temporary erf number to indicate the proposed land use for the specific area. The City of Windhoek is now of the intention to establish and formalise these township areas (i.e. Otjomuise Extension 6 and 7) and therefore future relocation of some households would be required. The motivation for the development and formalisation of these two townships is based on the need to provide formal erven with proper municipal services, enabling land tenure and acceptable living standards, as per the goals of Vision 2030. Once the informal areas are formalised and proclaimed as proper townships, the occupier of a property will lease the erf and has the option to buy the property and claim ownership according to the Local Authority Act No. 23 of 1992, as amended.
