230713001717 - Partial permanent closure, subdivision and rezoning of Erven 295 and 2998 Narraville, and Erf 1788 Kuisebmond as Public Open Space

The purpose of this application is to seek authority from the Environmental Commissioner to proceed with the partial permanent closure, subdivision and rezoning of 3 erven in Walvis Bay without an Environmental Clearance Certificate (ECC). There is a need to subdivide and rezone the following Public Open Space zoned properties in Walvis Bay as each property contains an existing substation that should be transferred to Erongo RED: Erf 295, Narraville (substation built in 1991, thus 32 years old) Erf 1788, Kuisebmond (substation built in 2001, thus 22 years old) Erf 2998, Narraville Extension 1 (substation built in 1997, thus 26 years old) The existing substations cover a small portion of the Public Open Space so the remaining extent of the erven will remain open as a park to the general public. No new substations or development activities are proposed, thus the status quo will remain the same. The partial permanent closure, subdivision and rezoning will have an insignificant impact on the receiving environment. Permission from the Environmental Commissioner is sought to proceed with the partial permanent closure, subdivision, and rezoning without an ECC.
