230210000981 - PROPOSED STOCKHOLDING FACILITY OF COPPER CONCENTRATE AT ERF 3757, GOBABEB STREET, WALVIS BAY

Beucorp Trading cc, hereinafter referred to as the “Proponent” intends to establish a stockholding facility for copper ore that has been processed into a powdered form to increase the concentration of the copper content. The material is sourced from suppliers in Zambia, Botswana, Zimbabwe, and Namibia, on trucks with either flatbed trailers or containers. The material is packaged in 1MT bags, similar to the ones used to transport sugar. These bags are then loaded on trucks and send from their origin to the warehouse in Walvis Bay for temporary while waiting for a boat. Once the material arrives at the facility, it will be offloaded from the trucks with forklifts and stack the bags in the warehouse. If the warehouse is full, some bags will be kept in the yard under black plastic sheeting. The intended activity is not a listed under the Environment and Management Act (Act No. 07 of 2007) and its Regulations (GN No. 30 of February 2012) as activity that requires an Environmental Impact Assessment (EIA) to be carried out. However, the intended scheduled process to be undertaken will give rise to environmental issues which will trigger listed activities. As such, the proponent has appointed Green Gain Consultants cc to apply for a record of Decision from the Environmental Commissioner in this regard. As such, this EMP was prepared to provided management and mitigation measures to be taken to address the negative environmental impacts associated with the proposed activities.
