THE ENVIRONMENTAL CLEARANCE CERTIFICATE IS FOR: o Activity 3(2) – Mining and Quarrying Activities Other forms of mining or extraction of any natural resource whether regulated by law or not (i.e. borrow pits &quarries) o Activity 4 – Forestry Activities Any other related activity that requires authorization in terms of the Forest Act, 2001 (i.e. removal and relocation of protected species) o Activity 8(1) – Water Resource Developments The abstraction of groundwater for industrial or commercial purpose (i.e. construction waters) o Activity 8(8) – Water Resource Developments • Construction and other activities in water courses within flood lines (i.e. culverts and bridges within rivers and tributaries) o Activity 9(4) – Hazardous Substance Treatment, Handling and Storage The storage and handling of a dangerous goods, including petrol, diesel, liquid petroleum gas or paraffin, in containers with a combined capacity of more than 30 cubic meters at any one location (i.e. diesel storage and use during construction) o Activity 10.1(c) – Infrastructure The construction of railways 2.1. TITLE OF ACTIVITY PHASE 2 - Kranzberg to Tsumeb & Otavi to Grootfontein Railway line upgrade 2.2. LOCATION OF ACTIVITY The phase 2 of the Kranzberg railway line upgrade project will be located next to the existing railway line extending from the Otjiwarongo to Tsumeb sections located in the Otjozondjupa and Oshikoto Regions and again from the Otavi to Grootfontein sections located within the Otjozondjupa Regions. The Phase 2 of the Project focusses on the sections from Otjiwarongo to Tsumeb and Otavi to Grootfontein. 2.3 NATURE OF ACTIVITY The proposed activity entails the construction and operation of a new railway line next to the existing railway line, comprising of embankments, bridges, and railway sidings. For purpose of construction of the embankments, gravel and base material is required, which will be sourced from new borrow pits and existing quarries. Water for purpose of construction will be sourced from available sources as available and within capacity. Construction material will be transported making use of the existing railway line and road transport. Construction camps along the railway line will be limited, while the majority of construction personnel will be sourced from the nearby settlements, villages and towns. The existing railway line will become redundant, but continue to be used as the service road required for operational maintenance. The upgrade of the sections of the existing railway line has become necessary due to the old embankment having lost its integrity, which in the past has result to various derailments along the entire section. This status has resulted in continues maintenance of the railway line, with resulting costs. The need and desirability of this project is motivated purely from a railway safety point of view and to avoid the continued cost on maintenance. 2.4 SCALE AND SCOPE OF THE ACTIVITY The Otjiwarongo Station to Tsumeb Station section of the railway line to be upgraded has an approximate length of 186km in length, while the Otavi Station to Grootfontein Station section has an approximate length of 91km in length, within a servitude of 60m. For purpose of constructing a new railway line, the following activities are expected – • Clearing of vegetation where required for the railway line, borrow pits and quarries; • Opening-up of areas (i.e. borrow pits) for the abstraction and transportation of material to the railway alignment; • Sinking of new boreholes and abstraction of water or collecting water from existing water network for purpose of wetting and compaction of embankments; • Transportation of material (i.e. concrete sleepers; railway tracks) to the new railway section and assembly of railway line on top of embankment; • Transportation of water for purpose of compaction and construction of bridges and culverts; • Compaction and construction of embankments, construction of bridges and culverts; • Laying of concrete sleepers and railway tracks; • Removal of old railway sleepers and railway tracks (that cannot be used); • Transportation of construction workers from nearby urban area to railway line; • Temporary accommodation of construction personnel along the railway line; and • Site clean-up, de-establishment and rehabilitation of disturbed areas.
