Feasibility Study for the implementation of the Flexible Land Tenure System (FLTS) in Outapi Town of the Omusati Region, Namibia (the proposed project). The Feasibility Study also includes the Environmental Impact Assessment (EIA) Study and development of an Environmental Management Plan (EMP) for the proposed project and to apply for an Environmental Clearance Certificate (ECC). The FLTS project has triggered the application for an ECC as per the following listed activities: LAND USE AND DEVELOPMENT ACTIVITIES - 5.1 ( d) the rezoning of land from; zoned open space to any other land use, 8.4 Construction of canals and channels including the diversion of the normal flow of water in a riverbed and water transfer schemes between water catchments and impoundments, and 8.8 Construction and other activities in water courses within flood lines.
