ENGEN Namibia (Pty) Ltd is a leading marketer of liquid fuels and lubricants in the country. The company has invested in a number of retail fuel facilities across the length and breadth of the country. These facilities ensure self-sufficiency to ENGEN in terms of the supply of its products to its entire customer base, thus augmenting its supply chain. One such site is Trek Service Station. The service station is located at the corner of 7th Street and the B1 national Road in Tsumeb, Namibia. The site is found at coordinates Lat: -19.244866; Long: 17.709188. In addition to pollution control manholes, a three-chamber oil/water separator pit, and vent pipes connected to the fuel storage tanks, the installations at the facility include underground fuel tanks. In terms of the Environmental Management Act 7 of 2007 (Government Notice No. 29), certain activities may not be undertaken without an Environmental Clearance Certificate (ECC). This activity is included in the above-mentioned list, with particular reference to the following activities of the gazetted Namibian Government Notice No. 30 Environmental Impact Assessment Regulations: Activity 9.2 Any process or activity which requires a permit, licence or other form of authorisation, or the modification of or changes to existing facilities for any process or activity which requires an amendment of an existing permit, licence or authorisation or which requires a new permit, licence or authorisation in terms of a law governing the generation or release of emissions, pollution, effluent or waste. Activity 9.4 The storage and handling of dangerous goods, including petrol, diesel, liquid petroleum, gas or paraffin, in containers with a combined capacity of more than 30 cubic meters at any one location. Activity 9.5 Construction of filing stations or any other facility for the underground and aboveground storage of dangerous goods, including petrol, diesel, liquid, petroleum, gas or paraffin. It is against this background that Engen has appointed Environam Consultants Trading (ECT) to apply for the ECC on its behalf.
