231101002398 - APPLICATION FOR AN ENVIRONMENTAL CLEARANCE CERTIFICATE FOR THE PROPOSED RELOCATION OF THE CURRENT 66kV & 132kV HOSEA KUTAKO INTERCHANGE TRANSMISSION LINE (KHOMAS REGION)

1. THE ENVIRONMENTAL CLEARANCE CERTIFICATE IS FOR: The ‘listed activities’ that might be included as part of this development are listed below: o Activity 1 – Energy Generation, Transmission and Storage Activities (b) The construction of facilities for the transmission and supply of electricity o Activity 4 – Forestry Activities The clearance of forest areas, deforestation, afforestation, timber harvesting or any other related activity that requires authorization in terms of the Forest Act, 2001 (Act No. 12 of 2001) or any other law. 2. DETAILS OF THE ACTIVITY(S) COVERED BY THE ENVIRONMENTAL CLEARANCE CERTIFICATE: 2.1. TITLE OF ACTIVITY Relocation of a section of the 66kV & 132kV Hosea Kutako Interchange Transmission Line and Substation. 2.2. LOCATION OF ACTIVITY The 66kV & 132kV Hosea Kutako Interchange Transmission Line and Sungate Substation, located at the main road entrance next to the Hosea Kutako International Airport. 2.3 NATURE OF ACTIVITY The new B6 Highway (Windhoek – Gobabis), being constructed as part of the Trans Kalahari Route, which will replace the existing B6 road, requires connectivity to the Hosea Kutako International Airport (HKIA). The designed interchange from the new B6 Highway to the HKIA is restricted by existing overhead transmission lines, i.e., 66kV & 132kV, and the Sungate Sub-station. This project entails the relocation of a small section (2km) of the 66kV & 132kV Hosea Kutako Interchange Transmission Line and Sungate Substation, which requires the removal of the existing transmission lines and pole structure, and erection thereof along a new route, as indicated by Appendix A. The nature of the construction phase entails – • Setting up a temporary construction camp (which might possibly include temporary accommodation and amenities for construction workers); • Transportation and temporary storage of materials; • Vegetation clearance within the servitude area; • Digging of holes to place the electricity poles; • Casting of foundations and fixing of pole structure; • Anchoring of pole structures where required; • Fixing of electricity lines; • Ground works within the boundary of the existing substations; and • Rehabilitation. 2.4 SCALE AND SCOPE OF THE ACTIVITY This project entails the relocation of a small section (2km) of the 66kV & 132kV Hosea Kutako Interchange Transmission Line and Sungate Substation, which requires the removal of the existing transmission lines and pole structure, and erection thereof along a new route, as indicated by Appendix A. The physical infrastructure consists of a single-circuit 66kV and single-circuit 132kV overhead line fixed to galvanized steel monopole structures, which are typical structures used by NAMPOWER throughout the rest of the Country. The required servitude width is 25m to either side of the transmission lines centerline, i.e. 50m in total.
