APP-001830 - THE OPERATION AND MANAGEMENT OF THE 66KV OMBURU – MARBLE TRANSMISSION LINE IN ERONGO REGION

The ECC is for the operation and management of 66kV Omburu - Marble transmission line. The 66kV Omburu - Marble powerline runs between Omburu substation to Marble Substation in Erongo Region. Under the Environmental Management Act (Act 7 of 2007) and the Environmental Impact Assessment Regulations (2012), the activity described as “The construction of facilities for the transmission and supply of electricity…” requires an Environmental Clearance Certificate. Since this transmission line was constructed before the promulgation of Environmental management Act and its regulation, Section 57. (1) states that “A person who, on the date of commencement of this Act, undertakes a listed activity under an authorisation, may continue to undertake such an activity for a period not exceeding one year, or such longer period as the Minister may approve. The 66kV Omburu - Marble line was constructed in 1973 prior to the commencement of the Environmental Management Act and its regulation, as a result there was no environmental impact assessment study conducted for the project prior to its development. It is therefore against this background that NamPower intends to apply for the operational Environmental Clearance Certificate in order to comply to the Environmental Management Act (Act 7 of 2007) and its regulations. In addition, there is an urgent need for NamPower conduct bush clearing activities under this line as the vegetation re-growth have limited access to the line. It has become difficult or impossible for the line maintenance vehicle to access the line and this could lead to power outages.
